Scuba deaths in Japan prompt govt regulation calls

Scuba diving is becoming increasingly popular in the nation, but the number of fatal accidents, especially among beginner divers, is a cause for serious concern about conflicting priorities within the industry, according to some industry observers.

According to a study by Makoto Nakata of Sogo Sports Kenkyusho, a Tokyo-based research institution on security in sports programs, at least 182 divers died during domestic dives since 1999. He claims that on average, diving accidents in the nation claim about 20 lives each year.
